Frequently Asked Questions About AML/CTF for Money Remittance Providers

A remittance service provider is a business or organisation that accepts instructions from customers to transfer money or property to a recipient. They are also known as money transfer businesses.

Yes, all remittance service providers in Australia must be registered with AUSTRAC and comply with obligations under the Anti-Money Laundering and Counter-Terrorism Financing Act 2006 (AML/CTF Act). It is against the law to provide remittance services in Australia without being registered.

If you provide remittance services without being registered with AUSTRAC, you can face penalties including a fine of up to A$420,000 or up to seven years in prison, or both.

AUSTRAC registers remittance service providers as one or more of the following: a remittance network provider (RNP), an affiliate of a remittance network provider, or an independent remittance dealer. You must apply to register for each category relevant to your business.

A ‘remittance network provider’ (RNP) allows affiliates to use its brand, products, platforms or systems to provide remittance services. An RNP is responsible for some obligations on behalf of its affiliates, including applying to register them.

Registered remittance providers must comply with obligations under the AML/CTF Act, including developing an AML/CTF program, keeping their details up to date with AUSTRAC, and reporting suspicious matters, threshold transactions and international funds transfer instructions (IFTIs).

Remittance network providers and independent remittance dealers must renew their registration every three years. Remittance network providers must also apply to renew their affiliates’ registration every three years.

You can check if a money transfer provider that is not a financial institution is registered by searching AUSTRAC’s Remittance Sector Register on the AUSTRAC website.
